she is very successful as Headmistress of the

Peak school with European children but has had no

perience of Chinese: children for a long time ☀

I have the honour to inform you that I

have had under consideration the filling of the appointment

of Headmistress of the Belilios Public School which will be-

-come vacant shortly on the retirement of Mrs. Tutcher.

By far the most senior of the candidates

for the post is Mrs. Mein who joined the service on the 1st.

March, 1904, and attained her maximum salary of £260 on the

1st. January, 1917. She is 56 years of age, however, and it

is a long time since she has had any experience of dealing

with Chinese girls. She has proved very successful as Head-

-mistress of the Penk School, and I recommend that she should

remain in that post and draw the minimum sterling salary of

the Headmistress of the Belilios Public School, namely, £360 × year, her present house allowance of $100 a month being reduced to $50. Having regard to her age the increase of £100

in her pensionable emoluments would be acceptable to lirs......... Main, but I propose that it should only be granted on her agreeing to remain in the Government service for two years

more.

I do not propose to fill the substantive appointment of Handmistress of the Balilios Public School at present, but to allow Miss Clarke the Second Mistress to act as Headmistress with an extra allowance of $50 a month. The
